影片讲述了一个发生在未来的故事。由于狗的数量激增，加上犬流感的蔓延，日本某地市长颁布了一个法令，设立“垃圾岛”，把所有犬类都放逐到这个岛上。原来在主人家过着养尊处优生活的宠物狗们，瞬间沦落到非常悲惨的境地。但是它们没有自暴自弃，而是在一个头头的带领下，振作起来，直面困难。一个12岁的小男孩，为了寻回自己的爱犬，劫持了一架飞机，独自飞向了垃圾岛。而他就是市长的亲儿子。市长发现自己的儿子与被自己放逐的狗狗混在一起，十分生气，于是双方展开一场激战。最终狗狗们和小男孩成功逃脱，去往新的家园。。Previously acclaimed for his essayistic documentaries, Philip Scheffner has now ventured into fiction.
